Data has become not only a critical strategic asset for organizations, but also the foundation of artificial intelligence development. To unlock its full value, it is increasingly essential to manage data quality, ownership, privacy, security, cross-organizational data exchange, and the responsible use of AI through coherent policies and effective governance.

To facilitate cross-sector dialogue on these issues, the DATA & AI Governance Forum 2026 will be held under the theme “Govern Your Data!”.

The Forum will bring together representatives from data-intensive sectors—including government, banking, telecommunications, mining, and AI development organizations—to discuss the current state of data and AI governance, share good practices, identify common challenges, and explore collaborative solutions.

Forum Objectives

Each private-sector panel will include a representative from the relevant government authority responsible for policy and regulation in that sector. This will create an opportunity to examine the practical experience, needs, and challenges of the private sector alongside government policy and regulatory perspectives, and to identify actionable solutions and next steps for joint implementation.

The Forum aims to:

1. Discuss the current state of data governance and the use of artificial intelligence;
2. Identify good practices, common challenges, and priority needs across sectors;
3. Build a shared understanding of data quality, ownership, privacy, security, accessibility, and exchange;
4. Address AI transparency, human oversight, risk, and accountability;
5. Identify potential areas of collaboration among government, the private sector, research institutions, and technology organizations;
6. Consolidate sectoral input on the need for, guiding principles of, and potential regulatory scope of a primary framework Data Law that would comprehensively govern data-related matters;
7. Develop policy recommendations based on the outcomes of the Forum discussions.

Five Panel Discussions

The Forum will feature five panel discussions covering key data-intensive sectors, as well as the development and use of artificial intelligence. Each private-sector panel will include a representative from the relevant government authority responsible for policy and regulation in that sector.

1. Banking

Data Governance, Risk, and Trust

The panel will explore data quality, ownership, privacy, security, risk management, the regulatory environment, and the transparency, oversight, and accountability of AI-driven decisions in the banking sector.

2. Telecommunications

Big Data, Consumer Privacy, and Responsible AI

The discussion will address user consent, personal data protection, data storage, exchange and use, as well as the responsible application of artificial intelligence in the telecommunications sector.

3. Mining

Data Governance, Operational Safety, and Productivity

The panel will examine the quality, standards, ownership, and exchange of data across geology, exploration, extraction, and processing; cybersecurity; and the potential of data analytics and artificial intelligence to improve operational efficiency and workplace safety.

4. Government

Data Interoperability, Accessibility, and Public Trust

The discussion will cover public-sector data quality, standards, ownership, inter-agency data exchange, open data, personal data protection, digital public services, and transparency, human oversight, and accountability in the use of AI across government operations.

5. AI Governance

From Responsible Development to Practical Implementation

AI developers, users, and policymakers will share their perspectives on data quality in AI systems, algorithmic bias, transparency and explainability, intellectual property, personal data protection, cybersecurity, human oversight, and accountability for AI-related errors and outcomes.

Guest Speaker

Jason Tsang, Data/AI Governance Lead at Morgan Stanley, will deliver a keynote address titled “Global Trends in Data and AI Governance: From Principles to Practice.”

He will discuss global developments in data and AI governance, risk-based governance approaches, the respective responsibilities of government and the private sector, and international good practices that could be adapted to Mongolia’s context.

Expected Outcomes

The Forum will identify common challenges and priority needs across sectors, develop policy recommendations for responsible data and AI governance, and consolidate potential areas of collaboration among government, the private sector, and other stakeholders.

Participants

The Forum is an invitation-only event and tickets will not be available for public sale. Participants will include invited representatives from government and the private sector, as well as members of the DAMA Mongolia Chapter.
